Japan's fleet emphasized protected cruisers, mobility, and commerce warfare rather than battleships. Its organization drew on Royal Navy practice while the operational concept also reflected cruiser-centered ideas associated with the Jeune École. The army had adopted French-style conscription in the 1870s but shifted toward the Prussian model after 1886. Artillery, engineering units, and independent command structures accompanied that change. Together, the navy and army formed more coherent national forces than China's collection of provincial commands.
