Japan built, bought, and reassigned ships to useful roles

Fuji, Suma, and the former Chilean cruiser Esmeralda show how Japan built when it could and bought abroad when it needed capability sooner.

Notes

Japan's older third squadron was organized to provide useful scouting and support rather than to imitate the modern battle line. Fuji remained a frontline battleship, while the protected cruiser Suma represented growing domestic capability. The former Chilean cruiser Esmeralda, renamed Izumi, showed how Japan acquired ships abroad when local construction could not yet meet every need. The method was to buy where necessary and build where possible. Japan developed an evolutionary fleet instead of waiting for a uniform generation of modern ships.
