The 1942 reform cut four basic seaman classes to two while creating leading-sailor and senior-sailor grades. It also removed the third-class petty-officer title and added a chief petty officer level. Those changes made command responsibility explicit in names that had previously described personnel simply as sailors, even when leadership was already expected of them. The revised wording also followed standards being adopted across the Imperial Japanese armed forces. Aviation titles inserted hiko into the rank name, identifying a flight specialist within the enlisted hierarchy.
