Why January 1939 changes the naval balance

The scenario opens in January 1939, before Japan or Britain reached the positions and levels of preparation they would have in 1941.

Notes

January 1939 produces a different contest from the later Pacific War. Japan has not yet gained the advantages it would possess by 1941, while Britain has yet to be drained by a European war. Japanese planning relies on technical superiority and freedom from treaty limits to offset smaller numbers. Britain still has to keep enough strength available for Europe. The question is what extraordinary coalition could give Japan a realistic chance despite this early balance.
