Italy fought two different naval races

Italian designers pursued international prestige while the nearby Austro-Hungarian fleet imposed a separate contest over hull numbers in the Adriatic.

Notes

Italy participated in the qualitative contest with Britain, the United States, and Japan by pushing triple turrets, fast battleships, and other technical advances. Its immediate Adriatic problem was quantitative: it also had to answer Austria-Hungary, and to a lesser extent France, in actual fleet strength. Austria-Hungary completed only one dreadnought class, but its proximity meant Italian choices often reacted more directly to that fleet than to distant prestige rivals. This dual pressure explains why Italian innovation cannot be read solely as a bid to claim the world's best individual battleship.
