Why warship simulations struggle with quality control

Italian warship performance illustrates how production quality and ammunition consistency resist simple game statistics.

Notes

An individual ship's design and crew quality can be modelled more easily than inconsistent ammunition and industrial quality control. A fleet may achieve striking long-range gunnery on one occasion yet perform badly when the material inputs vary. Good and bad ammunition can even appear in the same production batch. A single numerical modifier therefore gives a misleading picture of Italian performance.
