Italian numbers and Austria-Hungary's infrastructure gap

Italy's 1904 numerical advantage could only be challenged through an expensive expansion of Austrian shipyards and supporting infrastructure.

Notes

Italian strength exceeded Austria-Hungary's across most ship categories, although Italy also had to hedge against France. Individual ships might be comparable, but closing the numerical gap required far more than ordering hulls. An arms race on anything like the Anglo-German scale needed expanded shipyards, industrial capacity, and supporting infrastructure. Fleet tables therefore show only the visible end of a much larger contest in finance, construction capacity, and sustained output.
