An aircraft carrier and a dedicated naval aviation service would help, but neither is treated as readily achievable in the exercise. The more immediate problem is that the navy does not trust an air reconnaissance system it does not help operate. A nearer-term compromise is to make the Regia Marina and Regia Aeronautica run reconnaissance squadrons together, with naval observers aboard. British interservice practice showed that such cooperation was possible without creating an entirely independent naval air arm. The arrangement would give fleet commanders more confidence in scouting reports without requiring a complete institutional reorganization.
