The Regia Marina had very good battleships and major strategic importance. Its presence forced the Royal Navy to retain powerful forces in the Mediterranean rather than move freely through Suez between European and Pacific theatres. A modest carrier with roughly 18 to 24 fighters and reconnaissance aircraft could have supplied mobile air defence while land bases provided much of the strike power. More destroyers and fuller use of treaty allowances would also have produced a more balanced force. Italy's ships mattered enormously to Allied allocation, but Cavagnari did not give them the support needed to turn that leverage into control of the sea.

The Italian fleet needed balance more than another battleship
Italy's strong battleships could not compensate for a fleet lacking the carrier fighters, reconnaissance, and escorts needed to exploit its strategic position in the Mediterranean.
