NotesThe panel does not dismiss the proposed cruiser conversions on layout alone. It makes quality control and completion speed the decisive tests. A technically useful conversion can still harm the fleet if it removes a cruiser from service through an extended yard period. Conversion is therefore an availability and production problem as much as a weapons-design problem.
