Britain and the United States would begin major construction four or five years before German rearmament rather than scrambling to restore yards, design teams, and skilled workforces after 1937. Germany could no longer count on a temporary lead while its opponents rebuilt the industrial machinery of naval war. Deutschland-type raiders lose much of their purpose when France and Britain possess more fast capital ships and carrier-battleship hunting groups can cover additional trade routes. Scharnhorst-type ships likewise cannot reliably outrun the forces they cannot outfight, so the historical escalation toward Bismarck offers diminishing strategic value. Soviet investment in yards, shells, gun barrels, and support infrastructure could also strengthen artillery and border defenses even if much of the planned fleet remained incomplete.

How earlier naval rearmament reshapes the next war
Construction beginning in 1930 gives the future Allies an industrial head start that undercuts German commerce raiders and leaves Soviet military industry stronger even beyond the fleet.
