Chapter · 11:32-13:35

Winning naval resources from an army at war

Holtzendorff fought the German army for scarce wartime resources, funded submarines, and ruthlessly triaged which surface ships could still be finished or repaired.

Notes

Holtzendorff emerges as an unusually effective wartime political operator. While the army demanded money and material for campaigns across Europe, he still secured resources for submarines and selected surface-ship projects. He then made hard distinctions between ships that could be completed or repaired and those that no longer justified the investment. The episode also stresses his authority over successive High Seas Fleet commanders, whom he could appoint or remove while remaining at the centre of naval policy. Interservice bargaining and resource triage shaped the navy's operational choices.
