Capturing Rome creates a new requirement: secure the surrounding area well enough to hold it. The Julii, Scipii, and Brutii may eventually cooperate, even though the game does not always make them act in their shared interest. Trade is restoring revenue, while a fleet is being rebuilt and a second naval force may be needed to control nearby waters. Immediate land wars also demand investment in troops, turning possession of Rome into a problem of coalition response, fiscal recovery, and competing military priorities.
