HMS Challenger was a specialized seabed-operations vessel rather than another conventional combatant. Ordered from Scott Lithgow, she was intended to replace the aging diving tender HMS Reclaim. Her role included providing a seagoing platform for developing naval saturation-diving techniques. She would also find and inspect objects on the seabed and recover them where practical. The project drew strong interest at an international naval-technology exhibition in Rotterdam. The Navy's procurement programme therefore extended beyond escorts and submarines to deep-ocean engineering capability.

HMS Challenger and deep-seabed operations
A one-off replacement for HMS Reclaim would support saturation diving and locate, inspect, and recover objects at great depth.
