The Uganda name debate and the leadership explanation

The familiar claim that Uganda lacked a Canadian identity is tested against a more complex explanation centered on leadership and communication.

Notes

The later HMCS Quebec name reflected the belief that a Canadian identity would solve Uganda's earlier morale problem. In this interpretation, the name is an inadequate explanation because other Commonwealth crews served successfully in ships with non-national names, including New Zealand personnel aboard Gambia. Tight shipboard communities can also be shaped by a few personalities, and even capable officers can misread a crew when they assume their own view is widely shared. The captain had reason to avoid appearing to coerce a politically sensitive vote. Officers, chiefs, and senior ratings still needed to explain the mission's importance and listen to the crew before the ballot.
