Reconstructing naval decisions beyond the paper trail

Historians can infer informal ship-design decisions without letting a single document dictate the whole story.

Notes

Official papers preserve only part of how institutions make decisions. Changes in ship design or construction may reveal that conversations occurred in corridors, offices, or visits even when no minute survives. A middle course combines formal evidence with an explicitly identified, educated approximation based on patterns and people while avoiding sweeping conclusions from an isolated remark or document. The method treats design changes as evidence of decisions and keeps the historian's inferential step visible.
