Reginald Henderson was an influential naval theorist before his better-known work on the Fleet Air Arm. He produced the paper behind the Royal Navy's convoy system, although Jellicoe withheld Henderson's name to protect his career from hostile reaction. Henderson later wrote that the service needed a Rear Admiral, Aircraft Carriers, then nominated himself for the new command. His theory took institutional form through staff papers, appointments, and operational systems instead of one famous published book.
