Hellmuth Heye was the German officer whose report helped establish Gerard Roope's Victoria Cross case. He was promoted to vice admiral in 1942 and later commanded German naval forces in the Black Sea. From April 1944 he oversaw smaller naval forces, including midget submarines and combat divers. His postwar books on strategy and naval history make him another small-force commander connected to the episode.
