Hawkins, Danae, and Emerald design flaws

Emergency wartime origins explain some British cruiser flaws, while the Emerald line hinted at a natural route toward the Leander layout.

Question

Should Britain have corrected the flaws of the Hawkins, Danae, and Emerald cruiser designs more effectively?

Short answer

Yes, especially for Hawkins; Danae was better, and further Emerald development could naturally have approached a Leander-style layout.

Notes

The Hawkins and Emerald designs had important shortcomings, and the divided Admiralty thinking behind Hawkins helps explain some of them. Emergency wartime requirements shaped both lines, but do not fully excuse their flaws. The Danae class comes off more favorably. Only two Emeralds were built, limiting development of the type, but contemporary twin-turret proposals suggest a plausible evolution into an eight-gun, four-turret arrangement resembling the later Leander class.
