How a case for improving Harriers became a case for retirement

The account of Harrier retirement illustrates how a document listing faults to obtain improvement funding can be used for a different purpose.

Notes

In this account, the Royal Navy prepared a list of Harrier improvements in 2009 to keep the aircraft useful until F-35s arrived. The same list was then used in 2010 to argue for removing Harriers from service. A funding request has to identify problems and the money required to fix them, so it naturally emphasizes deficiencies. Reading that list as a verdict on the aircraft's entire usefulness changes the purpose of the document. The comparison is used to explain why Hood's modernization papers require similar attention to context.
