The proposal avoids openly declaring a large amphibious program by keeping more small vessels for ordinary harbour and transport duties. Mine stocks and landing craft were not directly forbidden by treaty, but retaining conspicuous numbers could provoke other powers to invest in the same capabilities. Routine work moving personnel and stores around naval ports would provide a defensible reason to keep the craft in service. Moving troops between ships and shore would also preserve equipment and practical experience from which better landing craft and amphibious methods could develop.

Harbour craft as a base for amphibious capability
Small craft retained for routine harbour work could also give the Royal Navy a practical starting point for developing landing craft and amphibious methods.
