Gulf and NATO taskings shaped the twelve-destroyer plan

The original twelve-Type-45 concept aimed to provide four dependable ships for recurring duties, with six or possibly seven for a disruptive short surge.

Notes

A destroyer and frigate pair in the Gulf is proposed for an environment where aircraft and missiles are major threats, with surveillance and response duties around a trade chokepoint. Standing NATO maritime groups create another recurring demand for an air-defence ship. Those patrols and carrier protection explain the original twelve-Type-45 concept, intended to supply four dependable ships and temporary surges. Six were considered possible for a short period, and perhaps seven, although the seventh would disrupt maintenance. The distinction is between a routine force and extra availability borrowed from the operating cycle.
