Greece enters the discussion with ten mostly First World War destroyers, two vessels assessed as at best semi-battleships, the armoured cruiser Georgios Averof, and an old protected cruiser originally intended for China. The surface fleet is therefore difficult to transform quickly. Six late-1920s submarines are the more promising element, and they historically gave Italian forces a serious contest. More submarines and torpedo boats offer a realistic improvement in January 1939, while a replacement battle fleet does not.

Greek submarines offset an ageing surface fleet
Six late-1920s submarines give Greece its most useful modern leverage despite an elderly and difficult-to-replace surface fleet.
