Graf Zeppelin needed a balanced raider task force

German admirals wanted carriers for reconnaissance and strike support, but capital ships, cruisers, and sustained funding were needed to make the concept operationally credible.

Notes

Plans for four carriers and a clear commerce-raiding role counter the claim that the Kriegsmarine did not want them. A carrier paired with Scharnhorst, Bismarck, Tirpitz, or another major surface combatant could search a much larger ocean area and add air attack to gun power. Destroyers lacked the endurance for the required Atlantic escort work, so several light cruisers would also have been necessary. Germany possessed pieces and paper plans rather than the balanced task force, steady funding, and inter-service priority needed to make the concept work. The gap between paper strength and operational reality also appears at Stromboli and Augusta, where personnel shortages, dependence on allied logistics, and coalition command negated advantages that looked decisive in fleet lists.
