By 1936 Germany needed an aviation program that could mature alongside Graf Zeppelin. The carrier design accumulated disputed features such as doubled casemate guns while institutional effort remained focused on details of the hull. The planned air group called for twelve Ju 87 dive bombers, ten Bf 109 fighters, and twenty Fi 167 torpedo bombers. Germany built only fourteen Fi 167s and lacked enough reliable torpedoes for the aircraft that did exist, leaving no viable 1939 striking capability. Carrier readiness depended on coordinated procurement of the ship, aircraft, weapons, training, and replacements.

Graf Zeppelin's planned air group reveals the procurement failure
A planned mix of twelve Ju 87s, ten Bf 109s, and twenty Fi 167s could not become a strike group when fewer Fi 167s existed than the carrier required.
