Graf Spee and the speed requirement for surface raiders

The Graf Spee example becomes a design lesson on why a commerce raider must escape converging cruisers and battlecruisers rather than merely overpower one cruiser.

Question

Did Graf Spee prove that the German surface-raider concept was fundamentally flawed?

Short answer

It exposed the weakness of a half-measure: Graf Spee could outgun individual cruisers but lacked the speed to escape cruiser groups or faster British capital ships.

Notes

A viable raider needed enough speed to break contact once defenders converged. Admiral Graf Spee's roughly 28.5 knots allowed every British cruiser to outrun her, and some modernized Queen Elizabeth-class battleships might catch her in favorable weather. Heavy guns could defeat an individual cruiser, but they did not solve the problem of escaping a cruiser group or faster battlecruiser. Machinery, armament, and mission therefore had to be designed together.
