Mines, submarines, and replacement capacity in a global war

Campaign management links minefields, mass submarine construction, refits, and industrial replacement to simultaneous wars against Russia and China.

Notes

The campaign is a problem of sustaining pressure across several theaters rather than winning one isolated battle. War with Russia and China requires simultaneous attention to minefields, convoy actions, invasions, research, and the location of surviving enemy bases. Very large submarine batches provide a distributed defensive screen in place of a few elaborate boats. That undersea program must coexist with cruiser replacement, battleship refits, and construction of the fast Lion class, making industrial throughput the foundation of continued pressure.
