Why this treaty world is harshest for Germany

A stronger, faster Royal Navy makes Germany’s small surface raiders and later fast battleships far less useful as an offset strategy.

Notes

In this scenario, 9.2-inch cruisers and numerous British fast capital ships make ships such as the Deutschlands and Scharnhorsts more vulnerable. Germany could concentrate on submarines, but that offers Britain a clearer escort problem and exposes Germany’s weak industrial foundation. Delaying large surface construction until Bismarck-like ships are possible sacrifices the experience that Scharnhorst historically supplied, while early submarine building risks exposing a Versailles violation. The Treaty of Versailles remains in place, so Germany gains none of the construction opportunities enjoyed by the Washington signatories.
