German naval air power lacked industrial depth

Germany's early successes can obscure how incomplete its carrier, aircraft, and weapons systems remained, especially when the Allies were also unprepared for war.

Notes

The carrier-aircraft-torpedo mismatch shows the limited depth behind Germany's most visible military technology. German forces still achieved striking early results because they did innovate and because their opponents were often psychologically unprepared for war. Those successes rested on an incomplete and unsustainable naval-aviation system. Graf Zeppelin's problems belonged to a wider defence-industrial weakness that reached beyond any one aircraft or weapon.
