Replacing the Heinkel He 60 promised better reconnaissance performance, with the He 114 and Arado Ar 196 intended to take over its duties. The Ar 196 increased range from a little over 400 to nearly 600 nautical miles, with higher speed and a ceiling around 23,000 feet. Its BMW engine nevertheless remained complicated and parts hungry. Keeping that performance available demanded substantial maintenance support. A surface raider operating far from home was effectively behind enemy lines and needed aircraft that could be repaired with very limited resources. The design critique is that German aircraft gained technical capability without enough attention to the conditions in which raiders had to sustain it.

German floatplanes trade field supportability for performance
The Heinkel He 60 and Arado Ar 196 reveal a mismatch between German technical ambition and the austere support conditions faced by distant raiders.
