Rebuilding the 1989 Royal Navy with future knowledge

Future knowledge would favour retaining a larger existing fleet and avoiding the rapid post-Cold War contraction rather than betting immediately on exotic replacements.

Question

How would you reshape the Royal Navy from 1989 if you knew the future?

Short answer

Retain and modernize more of the existing fleet instead of following the deep post-Cold War drawdown.

Notes

Future knowledge would first be used to build four Fort Victoria-class ships instead of allowing the class to stop at two. More capability acquired while funding remained available could absorb some of the reductions expected during the 1990s. The panel would also defend a reserve system so useful hulls were mothballed rather than permanently discarded. That approach preserves ships, people, and industrial options through a period whose repeated cuts later proved difficult to reverse.
