Stealth provides passive protection, much as armor does, and smaller task groups make each ship's survival more important. The displayed Type 83 concept is judged too early and too small to represent the eventual ship. At the time of the lecture, the understood requirement had passed 10,000 tons, so the hull form would need to change as it grew. A Type 26 hull allows expansion, but enlarging it to 15,000 tons is rejected as an adequate way to meet that requirement.
