Chapter · 21:45-39:10

Fushimi, Yonai, and the factions behind Japanese doctrine

The navy of early 1939 was shaped by a struggle between status-conscious expansionists and pragmatic modernizers.

Notes

The senior admirals who would direct a 1939 war differ from the later wartime leadership, and Isoroku Yamamoto did not yet command the Combined Fleet. Prince Fushimi Hiroyasu brought royal status, treaty resentment, and a strongly militarist outlook to the naval high command. Mitsumasa Yonai promoted carriers, cruisers, destroyers, and the infrastructure needed to sustain them while opposing a war Japan could not support. The two camps needed one another politically even while disagreeing over priorities. Their factional balance shaped both the doctrine chosen and the possibility of later negotiation.
