The Baltic is an area of strong NATO presence that remains contested and exposed to nearby missile and air attack. Planning must consider severe scenarios as well as the operations judged most likely. A Baltic war could coincide with North Atlantic, Mediterranean or Pacific fighting, reducing the reinforcements available. Germany therefore needs a force structure that can function without assuming other navies will always fill its gaps. Its wider sea lines of communication and alliance responsibilities also prevent an exclusive concentration on the Baltic. Taking part in allied operations elsewhere gives Germany a say in decisions that can affect its own forces and interests.

A Baltic conflict cannot assume spare allied forces elsewhere
Strong NATO geography and air presence do not remove the need for a viable Baltic force during simultaneous conflicts.
