Coal shortages cut French fleet readiness

A 1917 readiness report shows how coal and personnel shortages prevented exercises and halved the capability of French capital ships.

Notes

Vice Admiral Gabriel Darrieus described a fleet already weakened by personnel shortages and repeated staff changes. Normal exercises had briefly resumed, but the coal crisis stopped maneuvers and gunnery training even for ships returning from repair. Darrieus estimated that the big ships had lost half the capability they possessed only months earlier, making fuel supply a direct measure of combat readiness rather than a background administrative concern.
