Why France could not put its whole budget into the navy

A maritime war could favour British industry while France still needs to fund an army facing Germany.

Notes

The scenario expects Britain to keep the main contest at sea rather than undertake an invasion of France. British naval infrastructure and industry are treated as an advantage in a prolonged construction race. France cannot answer simply by diverting its army budget into shipbuilding. Even a neutral Germany remains a threat that French leaders have to consider. Land security requirements would therefore constrain the resources available for a naval war against Britain.
