FREMM modularity and Constellation's system changes

FREMM accommodates different configurations through a modular design. Most users have been willing to work within its intended arrangements. The criticism of Constellation is that it selected this adaptable design, then sought its own systems and reconfigured the ship around them. That approach creates further design work by departing from the modules and compatible systems intended to support adaptation.
