Fragmented command inside the Japanese Navy

The Combined Fleet, Naval General Staff, and Navy Ministry formed competing centres of power that could redirect strategy and shipbuilding.

Notes

The Imperial Japanese Navy did not operate as a single mind. The Combined Fleet commander, chief of the Naval General Staff, and Navy minister occupied distinct positions, while four wartime Combined Fleet commanders supplied different operational leadership. Formal subordination did not eliminate the Combined Fleet's ability to become a rival power centre. Those institutional contests could influence doctrine, appointments, and warship construction while placing lives and ships behind political manoeuvring. This command map helps explain why Japanese plans could fuse, reinterpret, or ignore doctrines rather than execute one fixed script.
