The chart placed Michael Clapp's amphibious group, Julian Thompson's landing force, Sandy Woodward's carrier group, Brian Young's Operation Paraquet group, and Peter Herbert's submarine command into parallel task groups under John Fieldhouse. Giving Thompson his own task group immediately separated the landing force from Clapp before the normal transfer of operational command. The numbering also flattened commanders with different functions into a structure that lacked the hierarchy needed to resolve disputes among them. Although formally organized, the chart conflicted with the Allied amphibious doctrine the force still needed to make the landing work.
