Large flying boats differed from the smaller floatplanes carried by cruisers and capital ships. English Electric Kingston and Felixstowe F.5 aircraft served broad, long-range maritime patrol and reconnaissance roles rather than merely spotting or local scouting for the fleet. Because these large machines consumed substantial material and industrial capacity, they strengthened the Navy's case for retaining control of important aviation resources. The institutional argument anticipates the later struggle over the Fleet Air Arm: control of major aircraft shaped both budgets and the fleet's access to information.
