When agreement on a successor remained elusive, the Navy inserted selected Flight III technologies into late Flight IIA construction. The ships received improved power generation and distribution, a newer Aegis baseline, and solid-state changes to SPY-1D rather than the SPY-6 radar of Flight III. These changes delivered useful capability sooner without creating a new hull. The insert was another sign that the Burke architecture was approaching its ceiling.
