USS Jack H. Lucas retains 96 Mark 41 cells and a five-inch/62 gun, with one Phalanx close-in weapon system, two 25 mm Mark 38 systems, torpedoes, and hangars for two helicopters. Flight III adds SPY-6 and Aegis Baseline 10 with much greater computing and sensor capability. The rise from about 281 personnel in the lead Burke to roughly 380 in Jack H. Lucas suggests a greater expected workload. The comparison nevertheless questions whether the visible changes in weapons and dimensions explain that larger personnel requirement. Building Flight IIA alongside Flight III allows the former to retain the traditional Burke role while Flight III takes over Ticonderoga air-defence duties. In the May 2026 assessment, a planned run of 24 Flight III ships was expected to extend construction well into the 2030s.
