Carl Gustav Fleischer became a major general commanding the Sixth Division in January 1939. A royal resolution appointed him wartime commander-in-chief of northern Norway in January 1940 because of the Winter War and the Soviet threat. Norway therefore already had a model for creating a regional war command before an enemy crossed its border. Equivalent commands in southern and central Norway could have organized the mobilization of divisions to defend those areas. Despite repeated neutrality incidents, the government did not extend its northern approach to the other threatened parts of the country.
