The 1867 fleet review as naval diplomacy

Sultan Abdulaziz's 1867 visit shows Britain using a fleet review to reinforce Ottoman ties, restrain Russian expansion, and protect the route through Suez.

Notes

Sultan Abdulaziz toured Europe as an admirer of Western culture and an active navalist whose Ottoman fleet ranked among the world's largest. Britain wanted to preserve Ottoman independence, limit Russian access to the Mediterranean, and protect the route to India through the Suez Canal. Queen Victoria reluctantly returned from Balmoral because giving the Sultan less attention than Berlin or Paris could damage British influence at Constantinople. Bad weather and railway confusion forced the organizers to improvise, showing that naval diplomacy depended on ceremony, logistics, and personal prestige as well as warships.
