Election promises to produce large numbers of ships cannot bypass construction infrastructure and lead time. Even a government lasting two or three terms may fail to deliver if it must rebuild that infrastructure before hull construction begins. Political intent and industrial capacity operate on different schedules. A credible fleet plan must fund the production system and allow enough time for it to mature. Keeping competent ship lines active avoids rebuilding that capacity later.

Fleet promises depend on shipyard capacity
Ship totals are not credible unless the plan funds construction infrastructure and allows enough time to bring it into use.
