A flagship as a joint headquarters and disaster-relief base

The same spaces and equipment proposed for fleet command could support a joint headquarters, search and rescue, and relief operations ashore.

Notes

A command ship positioned offshore could bring land, air, and naval staffs together instead of leaving them spread across separate headquarters. Concentrating them creates its own vulnerability, but it can simplify coordination even in smaller conflicts. The proposed ship would also carry communications and sensors useful for organising a large relief operation. Its air group could provide airlift and search and rescue, while drone spaces could support small boats for work between ship and shore. Some capacity for casualties and medical evacuation would extend the same ship's usefulness when local infrastructure had been damaged.
