Why a warship design cannot be copied outside its fleet system

A ship class only makes sense inside the doctrine, support structure, and mission set for which its navy built it.

Notes

A Russian ship design cannot be assumed to serve Britain equally well. A class is one component of a fleet-wide concept, so importing the hull may require changing doctrine, supporting ships, logistics, and intended operations. Individual warships therefore need to be judged within the system around them. Copying a hull without that system could produce a ship poorly matched to its new navy.
