Flash protection over rapid ammunition supply

The scenario expects Sturdee and a stronger staff to curb the unsafe handling practices that traded flash safety for faster firing in parts of the battlecruiser force.

Notes

Leaving flash doors open accelerated ammunition movement at the cost of safety. Unsafe habits also appeared beyond the battlecruisers, though senior officers elsewhere were more likely to challenge and stop them. Sturdee's Fourth Battle Squadron provides evidence of his preference for accurate gunnery and controlled explosive handling over raw rate of fire. The change cannot solve every shell problem, but it reduces the chance that a turret hit becomes a catastrophic magazine loss.
