Flak changes the attacker's plan for a saturation strike as well as the fate of one weapon. A ship carries a limited number of defensive missiles, while gun ammunition can support a different pattern of repeated close-range engagements. If commanders trust the inner layer, they may stop spending surface-to-air missiles once threats cross a chosen range and retain them for the next attack. Magazine depth and reload limits therefore contribute directly to the tactical value of layered defence.

Gun and decoy layers may preserve scarce defensive missiles for later engagements after the first incoming salvo.
