First Cruiser Squadron changed from its 1908 mixture of armoured cruisers into the four-armoured-cruiser force that reached Jutland. After Jutland the formation was disbanded, then rebuilt in 1917 around the large light cruisers Courageous, Glorious, and Furious. Its wartime commanders included Gordon Moore, an experienced ordnance and torpedo officer who later served under David Beatty at Dogger Bank. In this assessment, Beatty's confused signals created the central failure there, yet Moore suffered for obeying them instead of independently overriding his superior. The case shows how an institution can punish a subordinate for respecting its command system, even though other effective officers might have shown greater initiative.
